The first important question is : who is going to run that blog? Is it you or you will hire other people. That is really, really essential.

What is the difference between the 2 scenarios?

I can't see your point here. If you don't run the blog yourself, the person you hire would have to comply with your requirements of quality anyway.

I outsource my articles/blogs. 

You just have to give them instructions and guidelines on how you want your blog/articles written.
