Does The Paypal Over $250 Need A Signature Rule Apply To It's Venders As Well? Such As Buy.com?

I bought something for $300 from buy.com - tracking shows it was delivered and my guess is as good as yours as to where it is. Buy.com isn't being very helpful and I know I can file a charge back if they don't help. I was wondering if the paypal rule of if an item is over 250 a signature must be required applies to pal pal vender's as well. Tracking shows it was left at front door step with no signature. I payed for this item using paypal checkout.
